1.1 The Chair welcomed Members and members of the public to the meeting.
1.2 Apologies for absence were received from Gareth Bennett AM and Sian Gwenllian AM. David Melding AM substituted for Janet Finch-Saunders AM for item 6 of the meeting.
2.1 The Committee received evidence from:
· Carl Sargeant AM, Cabinet Secretary for Communities and Children.
· Jo-Anne Daniels, Director, Communities & Tackling Poverty
· Ruth Studley, Deputy Director, Communities First Transition
2.2 During the session the Cabinet Secretary for Communities and Children agreed to provide:
· Details of the process for querying public service boards’ Well-being plans, as outlined in the Well-being of Future Generations (Wales) Act;
· A note of the discussions between the Welsh Government and local authorities, local delivery boards and public service boards on transitional arrangements;
· A copy of the Transition and Strategy Guidance provided to local authorities;
· A note on the evaluation of the Communities for Work and Lift programmes, including any available data and the assessment criteria;
· A note providing further detail on the employability pathway following engagement on the Lift and Communities for Work programmes;
· A copy of the guidance on the capital asset programme.
3.1.a The Committee noted the letter from the Cabinet Secretary for Communities and Children in relation to the Abolition of the Right to Buy and Associated Rights (Wales) Bill - 9 June 2017.
3.2.a The Committee noted the letter from the Cabinet Secretary for Communities and Children in relation to the Abolition of the Right to Buy and Associated Rights (Wales) Bill - 13 June 2017.
3.3.a The Committee noted the letter from the Chair of the Finance Committee in relation to scrutiny of the draft budget.
4.1 The Committee agreed the motion.
5.1 The Committee discussed the evidence received under item 2 and agreed to write to the Cabinet Secretary on a number of matters raised.
6.1 The Committee considered and agreed the draft report subject to minor changes.
7.1 The Committee considered its approach and agreed to undertake a one-day inquiry on 13 July 2017.
